Fresh bid submitted to turn former health centre in Stoke-on-Trent into flats

A fresh bid has been made to turn a former health centre into flats after three previous applications were rejected by Stoke-on-Trent City Council.
The latest proposals for Abbey Hulton Clinic would create 12 self-contained flats in the two-storey building on Leek Road.
The last application for the site proposed 14 flats and was refused permission in January 2023. Council planning officers said the proposals had failed to demonstrate that parking provision would meet the needs of 14 flats without "detrimentally impacting on street parking demand on the local highway network or operating without detriment to pedestrian and highway safety within the site".
The other two rejected planning applications proposed 17 flats and 16 flats. Concerns were raised that potential residents would not have "an acceptable living environment" because of the internal floorspace.
The site was last used as a health centre around three and a half years ago, a design and access statement submitted as part of the application said. It added: "The revised proposal is now for 12 one-person flats/studios which has been reduced from the initial pre application proposal of 21 units.
"The proposal makes an appropriate reuse of a vacant building and will contribute to the city's housing needs in the affordable rental sector for one-bed single person sector. The site is considered to be in a sustainable location being close to local shops and schools and is on a main bus route into the city centre.
"The proposal will provide 12 car parking spaces served off the existing access position which will remain undisturbed. Overall it is considered that the conversion will generate less traffic and parking demand than when utilised as a health clinic."
