Plans to turn former GP surgery in Stoke-on-Trent into flats refused

Plans to turn a former GP surgery in Hanley, Stoke-on-Trent, into flats have been refused by the local council.
The proposals would have seen the old Hanley Primary Care Access Hub, on Stafford Street, converted into 15 self-contained apartments.
The walk-in clinic closed in 2022, saving the NHS £1.2 million a year, as commissioners believed it was no longer needed and the building has remained vacant since then.
Under the proposals, parts of the ground floor and lower ground floor, and the whole of the first and second floors, would have been turned from offices into flats.
The flats would have been a mix of one, two and three-bedroom apartments. The rest of the ground floor would have been retained as three commercial units, with storage space, a bin store and cycle store on the lower ground floor.
These plans were refused by Stoke-on-Trent City Council this week and an Officer's Report states: "Insufficient information has been submitted with the application relating to noise impacts, and the Local Planning Authority is not able to fully and adequately assess the impacts of noise from commercial premises on the future occupiers of the development.
"The submitted plans show external alterations to the existing building, including the installation of a number of new openings to serve the proposed apartments.
"However, such works cannot be considered under this prior approval application, and have not been granted planning permission."
