Vacant building on a Stoke-on-Trent high street could become a new shop and flats

A vacant building on Tunstall High Street, Stoke-on-Trent, could become a new shop and three new flats, if plans are approved by the city council.
The applicant, Lymer Holding Ltd, is seeking permission for a "change of use to retail and one self-contained flat to ground floor and two self-contained flats to upper floor floors together with single-storey rear extension" at 261 High Street.
261 High Street was formerly occupied by an insurance brokers but is currently vacant and in a poor condition.
Three total flats are proposed - one one-bedroom flat on the ground floor and two two-bedroom flats on the upper floors.
A Design and Access Statement, submitted as part of the application, states: "To the front of the ground floor, the area that is currently a shop will stay as it is, with the additional of WC and kitchen facilities.
"To the rear of the ground floor, there will be a studio flat comprising of an open plan kitchen/living area, a double bedroom and a shower room. A single-storey extension will be added to the ground floor to create space for the kitchen and shower room for the studio flat.
"To the first floor, there will be a communal landing. The first floor flat would comprise of a hallway, open plan kitchen/living area, double bedroom, single bedroom and shower room.
"To the second floor, there will be a communal landing. The second floor flat will comprise of a hallway, open plan kitchen/living area, double bedroom, single bedroom and shower room."
