Plans to turn former Tunstall bank into flats rejected by council

Plans to convert a former bank in Tunstall, Stoke-on-Trent, into seven brand-new flats have been rejected by the local council.
117-119 High Street, Tunstall, was formerly a bank for many years but the site is now vacant.
The applicant, Mr Aamar Iqbal, applied for permission to transform the site into two one-bedroom and five two-bedroom flats.
A design and access statement, submitted as part of the application, states: "The proposal will largely unaffect the appearance of the building from the High Street, with the only significant external alteration being the making good of the frontage, including the windows, doors and signage area."
But these plans were rejected by Stoke-on-Trent City Council recently and an Officer's Report described the flats as "poorly designed".
The report said: "Overall the scheme is considered to be poorly designed, having little regard for the living conditions of future occupants and is considered to be very sub-standard accommodation.
"There are a number of issues, all of which have been raised through email with the appointed agent, however through no response to the email sent by the case officer these issues have not been addressed or revisions submitted.
"It is also noted that the applicant has not engaged in pre-application advice with the Local Authority in regards to this scheme."
