Plans to replace Hanley car park with new block of flats rejected

Plans for a brand-new block of flats in Hanley, Stoke-on-Trent, have been rejected by the city council.

The applicant, Elitehomz Ltd, sought permission last June to build a four-storey building off Ratton Street accommodating 39 one-bedroom studio flats.

The development would have also provided 18 car parking spaces (including one disabled space) and space to store 40 bicycles on the ground floor.

The site is currently classed as brownfield land and used as a car park, but was previously a row of terraced houses, according to a planning statement.

The plans were rejected by the council on Friday 21 June (Nub News).

Stoke-on-Trent City Council rejected these plans on Friday 21 June and listed a number of reasons for their decision, including:

  • Lack of justification for no affordable housing
  • Poor internal living spaces
  • Lack of onsite open space
  • Poor external materials
  • Highway safety concerns
  • Lack of noise/contamination information

An Officer's Report states: "The scheme as submitted offers no affordable housing and [...] this is a very significant weight against the scheme.

"In addition, the proposed external materials are visually incongruous with the wider locality and insufficient information has been submitted to demonstrate the scheme's ability to integrate harmoniously with the prevailing urban context.

"A further weight against the scheme is the poor living conditions and cramped internal arrangements arising from exceptionally small residential flats which are some 18-20sqm less than the NDSS."
