Plans submitted for regeneration of historic Tunstall buildings

Planning applications have been submitted to transform three historic buildings in Tunstall into living space and leisure facilities.

Tunstall Library Developments Ltd is seeking planning permission and Listed Building Consent to create 39 apartments at the former Tunstall Library, Baths and Drill Hall.

A pub, restaurant, community space and leisure facility containing a swimming pool and gym are also proposed as part of the development. The scheme has been allocated £3.5 million from Stoke-on-Trent City Council's Levelling Up Fund.

A design and access statement submitted as part of the application said: "This proposal represents a unique opportunity to deliver a sensitive and viable regeneration project that revitalises a significant heritage site at the heart of Tunstall.

"Through extensive feasibility studies, collaborative design efforts with expert consultants, and consultation with both the public and statutory bodies, the scheme has evolved into a comprehensive response that addresses the needs of the community, respects the historic environment, and delivers long-term economic and social value.

The development preserves and enhances a collection of Grade II Listed buildings with conservation-led restoration, carefully considered interventions, and sympathetic new-build elements. (It) provides a well-balanced mixed-use scheme, delivering 39 high-quality new homes, commercial units, and recreational facilities including a spa pool, gym, café, and sports bar – all of which will activate the site and contribute to Tunstall's vibrancy."

If the plans are approved by the city council, the former library would be transformed into the café and community space.

The baths, which closed in 2011 as part of council cuts, would house the spa pool and gym, and the Drill Hall would have a sports bar on the ground floor and a sky bar above.

The 39 new homes would be located across the site. A car park would be located in the Corporation Yard to provide parking for residents.

There are 23 apartments proposed for the former library building, ranging from one to three bedrooms.

The Baths building portion fronting Greengates Street would contain 10 apartments on the ground floor, first floor and a newly formed second floor, and the Drill Hall building would include six apartments, with one on the ground floor and the remaining five on the first floor.
