Plans submitted for new children's care home in Stoke-on-Trent

Plans have been submitted for a new children's care home in Stoke-on-Trent. Under the proposal submitted to the city council up to four children will be homed in the five bedroom Sandyford property.
This comes after a different planning application for a children's care home on the same street was approved last year.
The four children, aged from 8 to 18 years, would be looked after by two carers during the night, with a total of three carers during the day. The applicants state that this model is similar to a regular family home and having two carers during the night provides 'consistency and stability' for the children.
The five bedroom house on Spitfire Way is not expected to create many more traffic movements a day based on estimates provided by the current owners. Currently during the week with the school run and going to work it is estimated that there are only six car journeys a day, this would be expected to increase to only eight.
At the moment there have been no objections to the scheme lodged with by statutory consultees or members of the public.
The planning statement submitted with the application states: "It is maintained that there is no material difference in planning terms between the proposed use and the current use as a dwelling.
"The carers, working on a rota basis, would effectively live at the dwelling house to provide 24-hour care, as a single household. Facilities such as the bathroom/wc, kitchen and living rooms would be shared and the living mode would be communal.
"The comings and goings associated with the use would not be materially different from the current use as a family dwelling. The proposed use is to provide a stable home environment for the occupants as their main and sole residence and that the length of stay is generally more than temporary or passing.
"The nature of the use is not materially different from the current use as a family dwelling. Comings and goings would be no greater than occur at present, hence there would be no undue disturbance to any neighbours."
Residents have until 28 March to submit comments or feedback on the application before it gets determined. Currently it is expected that planning officers at the council will make a decision, not the councillors on the planning committee.
