Plan for future of derelict Stoke-on-Trent pub revealed - including flats and shops

A six-storey building containing dozens of flats could replace an eyesore former pub.

Plans to finally demolish the Bell and Bear in Shelton, which has been vacant and derelict for decades, were approved in 2023.

Proposals to replace the Snow Hill pub with a mixed-use development, including three shops and 41 apartments, have now been revealed.

The applicant, Made Architecture, is only seeking outline planning permission at this stage, with matters such as the design of the building reserved for a future application.

But illustrative plans show a six-storey building, with retail units on the ground floor and a mix of one and two-bedroom flats on upper floors.

They also include a roof garden, and three parking spaces at the rear of the development, accessed via a new dropped kerb.

According to the application, the proposals 'have been designed to fit into the existing context of the site'.

The application states: "The Bell and Bear in Shelton – a pub which was once one of the best watering holes in the Potteries – now looks a sad reflection of its former glory. The now deserted Edwardian structure, has a demolition planning application in process. This proposal seeks to create a residential development

"While the buildings in the area may not have sufficient architectural or historic merit they do make a positive contribution to the character of the area, through their massing and materials. We propose to use the existing materials seen on the streets surrounding the site, using both brick and cladding.

"The proposal is to positively contribute to the area, enhancing the character of the street scene and providing much needed high quality accommodation and retail units."

The Bell and Bear was built in the early 20th century, replacing an older pub with the same name. While the building has some attractive features, such as a wall-mounted inn sign, it is not locally listed or classed as a heritage asset.

The pub has been closed since the 1980s and is now boarded up and decaying, as is the former florists next door, which will also be demolished.

In approving the proposed demolition in 2023, planning committee members attached a condition requiring the submission of details of 'existing architectural features to be retained and used in any subsequent redevelopment of the site'.
