- Focus on reducing off-contract spend and enhancing compliance with agency worker regulations, IR35 legislation, and other employment conditions.
- Advise on and implement best practices around temporary staffing.
- Monitor market trends and address common local government recruitment challenges, such as skill shortages and budget constraints.
- Ensure all activity supports organisational goals and delivers value through improved hiring outcomes, workforce stability, and contract compliance.
- Strong knowledge of temporary staffing and agency worker regulations, including AWR, IR35, and employment rights.
- Experience in local government recruitment, with an understanding of public sector frameworks, funding pressures, and workforce dynamics.
- Proven ability in vendor and managed service provider (MSP) management, building effective partnerships, and managing SLAs and KPIs.
- Demonstrated cost and contract management skills, with a track record of reducing off-contract spend and driving commercial value.
- Experience in developing and executing conversion strategies to transition agency staff to permanent hires.
- Strong stakeholder engagement skills, with the ability to work collaboratively with internal stakeholders across multiple departments.
- High compliance and risk awareness, ensuring all hiring practices meet legal, regulatory, and internal policy standards.
