Stoke mum fined for fly-tipping at local beauty spot

A mother of two had been ordered to pay over £600 for failing to dispose of her waste correctly after it was discovered in a rubbish dump at a Stoke-on-Trent country park.
Jade Grocott, living on High Street Sandyford, pleaded guilty at North Staffordshire Justice Centre this week in a private prosecution by Stoke-on-Trent City Council.
Ms Grocott, 20, told the court her ex partner carried out waste disposal for people and unknown to her, he dumped it at Parkhall Country Park.
Anthony O'Dowd, prosecuting on behalf of the council, told the court the enforcement officers were sent to Parkhall Country Park after receiving an anonymous report of fly-tipping.
Following an investigation from enforcement officers plastic sheeting with the address of Ms Grocott was discovered.
Following internal investigations which involved looking at council tax records a £400 fixed penalty notice was issued on 29 April 2022.
The authority acknowledged that Ms Grocott did not actually dump the waste but failed to take reasonable steps to ensure that the waste was disposed of correctly.
The court determined that the dumped waste did have a minor adverse effect on public health and handed Grocott a £200 fine. She must also pay a £34 victim surcharge and £400 costs to the council.
The total fine of £634 will be paid back at £20 a month.
This represents another win for the authority in their crackdown against fly-tipping. It was recently announced that the council is preparing to recruit more enforcement officers and invest in more CCTV as part of a range of measures to stamp out fly-tipping.
