Plans to transform a former Methodist Church in Stoke-on-Trent into a new care home have been refused by the city council.

A planning application was submitted in December which sought permission to convert Victoria Road Methodist Church, Fenton, into a children's care home.

The building, which was constructed in 1884, has been vacant for around ten years and in July 2024, plans to turn it into a nine-bedroom HMO were approved.

The new plans would "provide two children between the age of 5-17 with a home and will be looked after by a maximum of two trained carers 24 hours a day and seven days a week", according to a Planning Statement.

The plans were refused due to 'a lack of relevant technical information' (Nub News).

An objection was submitted by an Air Quality Officer, who said: "I am concerned that the change of use may introduce residents of the proposed children's home into an area of poor air quality. 

"I object to the change of use, unless there is evidence that adequate mechanical ventilation has been installed to the façade fronting Victoria Road."

The planning application was refused on Monday 13 January, and an Officer's Report published by the council says: "The application as submitted is lacking in relevant technical information and the application has site and red edged boundary are questionable.

"The application does not provide a clear and unequivocal illustration upon which the application can be determined positively.

"Although a full assessment of the development cannot be carried out, the report above raises concerns relating to the level of information which is available to officers and others involved in the assessment process".
