Storage space could be transformed into flats at two addresses in Stoke town centre.
Three flats are planned for a storage building and space behind a pub in Church Street, while 13 could be created on the first and second floors of the landmark former Bourne Sports shop.
More recently the retail space was home to Discount Fashion Direct, which closed last year. An application has been submitted to Stoke-on-Trent City Council to create one two-bedroom and 12 one-bedroom flats in space above the shop previously used for office and storage purposes.
The proposals for three flats at the Church Street pub, previously known as The Famous Lion and later Georgia Browns, aim to allow the frontage to remain a hospitality venue, a heritage statement said.
It added: "The application of change of use of the rear part of the pub is to make the investment financially viable long-term for the current owner.
"The building previously has been vacant for a long period, which emphasizes the lack of interest in such a large commercial premises.
By splitting up the building into a mixed-use property, the site becomes economically sustainable, which in turn preserves the heritage asset."
