Plans to expand primary school in Stoke-on-Trent refused

Plans to expand a primary school in Stoke-on-Trent to provide more pupil places has been refused by the city council.

A new hall and classrooms were proposed as part of the expansion plans at St Teresa's Catholic Primary School, Trent Vale.

A statement submitted as part of the application said: "The new areas of construction will provide an assembly hall; the existing hall will be allocated as the secondary dining and performance area. Additional toilets and support space will be provided to the south-west corner of the school.

"In total three new classrooms will be constructed. These classrooms will be at the nursery/foundation end of the school.

"A new 46 space satellite car park is to be created to the north of the adjacent playing field land. This land is to be provided by the local authority.

"The new car park will be used primarily for school drop off and pick up. This will greatly benefit vehicle movement at the busiest times of the day."

A number of concerns were raised regarding road safety as the school is situated off a very busy road (Google).

These plans were refused by the council this week after a total of 24 objections were received from local residents.

For example, Miss Stevens objected to the plans and wrote: "Increased traffic, 120 extra cars, loss of green space, already too much traffic on residential area due to Stoke City FC."

Another local resident, Mr Eardley, raised concerns about road safety and said "a serious accident will soon happen on this road as it is already a traffic hazard and a Health and Safety issue".

An Officer's Report, by Stoke-on-Trent City Council, said: "The proposal would also result in the loss of an identified playing pitch, contrary to NPPF requirements and Sport England policies and no evidence has been submitted by the applicant to demonstrate otherwise.

"The submission includes poor design solutions within the proposal in the form of mesh fencing with no attempt to screen or mitigate and no justification for why such is necessary.

"Despite the applicant's statements that the site is being promoted by Education colleagues, no comments have been received from such in response to the application."
