Plans for new two-storey block of flats in Stoke-on-Trent refused

Plans for a new two-storey block of flats in Fenton, Stoke-on-Trent, have been refused by the local council.
Pawley Properties Ltd applied for permission in March to build a block of flats comprising four one-bedroom units, associated gardens, communal facilities and parking on vacant land on Warrington Street.
A design and access statement, submitted as part of the application, said: "This is an improvement on the previously refused scheme which located living spaces of the ground floor flats at the front of the property, disconnected from the associated gardens.
"The upper floor apartments, flats three and four, have access to a 20sqm shared garden at the side of the building that will benefit from morning and evening sun.
"The garden is fenced off, providing privacy and security, and is proposed with areas of planting and seating.
"Views out from the garden towards Stanier Street provide a pleasant outlook of the large trees at the junction between Warrington Street and Stanier Street."
The council refused planning permission for these plans last week and an Officer's Report says: "For all intents and purposes, the application does not really differ in any significant way from the previous refusal and subsequent dismissed appeal.
"Essentially the only significant thing that has changed with regard to this specific reason for refusal and dismissal of the appeal is the fact that the applicant has erected an extremely contrived fence wrapping around the bay window of the adjacent property to make the existing outlook from the bay window as bad as it possibly could be.
"The proposals would result in poor levels of residential amenity (privacy and outlook) for the existing residential occupants of the adjacent property by virtue of an unacceptable relationship between the proposed development and the ground floor bay window of 2 Warrington Street."
