Plans for a new South Asian takeaway on a busy road in Stoke-on-Trent were refused by the city council yesterday (6 January).

Mr Kollappillill, of Tasty Foods, applied for the "change of use of ground floor from retail to mixed use as hot food takeaway including eating in food on the premises, together with external extraction equipment to side elevation" at 311 Hartshill Road, Hartshill. 

A Planning Statement, submitted as part of the application, says: "The client seeks to obtain permission for the above site where they are looking to operate a food business which will sell a variety of South Asian hot foods consisting of rice, Chinese dishes, fish, veg curries, tea and fresh juices.

"The business opening hours intended are 12pm-10.00pm 7 days a week and would be within the allocated hours for a typical unit along this parade of shops."

A number of concerns were raised by local residents (Nub News).

These plans were refused after a number of objections were raised by local residents, most of which expressed concerns about highway safety, an increase in noise and disturbance, an increase in litter, and drug and anti-social behaviour issues.

Although ten letters of support were also received, stating that the plans would provide more variety to the type of food on offer in the area.

An Officer's Report, published by the city council, says: "The application as originally submitted raised concerns from a visual amenity point of view, including detrimental impact on heritage assets, as well as concerns with regard to residential amenity.

"Officers have engaged with the applicant's agent with a view to seeking acceptable amendments. Although the original visual amenity concerns have now been addressed, the application as submitted still raises amenity concerns, and for these reasons, the application is recommended for refusal."
