Eight new flats could be built on land on School Street, Trent Vale, which is currently used as a storage site.
A two storey building is proposed for the site which would contain four flats on the ground floor and four on the first floor.
Existing buildings on the site would be demolished and storage containers and units removed to make way for the new development if planning permission is granted by Stoke-on-Trent City Council.
One-bedroom "modern living apartments for the professional person" are proposed, for hospital staff based at Royal Stoke or people working in city centre businesses, a design and access statement submitted as part of the application said.
It added: "The site itself has been owned by the same family since 1962 and has had a variety of uses over the years. ranging from a coal yard, a builders yard, haulage yard and a small lorry park. The site is currently occupied by a number of single storey flat roof buildings and storage units/containers used for a variety of activities ie. builders yard/storage, vehicle storage and repair, with the yard area currently being used for caravan storage and vehicle/lorry parking.
"Despite still being in use, the site currently looks somewhat out of place being surrounded predominantly by residential properties. Thus, it is my client's aim to deliver a high quality, residential scheme within the context of an existing well-established residential housing area.
