Plan refused for Afro-Caribbean takeaway at former sandwich shop in Stoke-on-Trent

Council planners have blocked plans for an Afro-Caribbean takeaway at the premises of a former sandwich shop in Fenton.
The applicant, Mr Balal Basharat, put forward the change of use proposal for the ground floor of a terraced property on Victoria Road, which has been vacant since the closure of Butties to Go.
The plan also included upgrading the existing extraction system to "ensure the correct level of odour/noise control is provided".
The application said: "The site sits within a parade of shops/and food outlets along Victoria road and is within a sustainable location. The change of use would form a material change to the way the building operates alongside installation of extraction ducting to the rear."
However, council planners expressed concerns about the appearance of the proposed rear extraction fan.
A report from council planners said: "This application is for change of use of the ground floor of an existing commercial unit to a hot food take away (sui generis) together with an external extraction flue which would be located on the rear elevation.
"The application raises concerns that the siting of the extraction flue, although being sited at the rear of a row of traditional terraced properties, would be highly visible in that the rear streetscene is more similar to a public highway in terms of its visual character."
The applicants are looking to operate a food business which will sell a variety of Afro-Caribbean inspired foods including Jerk Chicken, Brown Stew Beef, Burgers, Lamb Chops, Wings, Rice, Mash, and dumplings between the hours of 12:30pm and 11:00pm 7 days a week.
Council planners concluded: "The overall siting, size and design of the proposed extraction flue would result in an incongruous structure which would be detrimental to visual amenity in the rear streetscene."
Given these concerns from council planners, the application was refused.
The applicant has the right to appeal the decision.
