Housing plans for former North Staffordshire army camp
By Kerry Ashdown - Local Democracy Reporter 3rd Mar 2026
More than 250 new homes are proposed for a former North Staffordshire army camp.
Planning permission has previously been granted for a holiday village at the old Anzio camp at Blackshaw Moor.
Now a new proposal has come forward from Telford One Ltd for homes, retail business and amenity space at the site, which is two miles from Leek.
An outline planning application has been submitted to Staffordshire Moorlands District Council and the application form stated up to 282 homes were earmarked for the 12 hectare (29.7 acre) site, including 28 affordable properties.
A planning statement submitted as part of the application said: "Planning permission was previously granted, implemented, and the land use of the site has entered a new planning chapter.
"The implemented land use includes extra care housing, live work units, an ancillary social centre, facilities building and a change of use to a holiday park.
"This outline application relates to the proposed development of the former Anzio Camp for residential development.
"The proposed development will contribute to delivering residential dwellings in the local and surrounding area, create an enhanced community, regenerate a large-scale brownfield site, deliver social and environmental improvements and is supported by existing connectivity and transport routes.
"Pedestrian and vehicle access to the scheme is proposed from the A53 Buxton Road to the west. This allows access to the established public transport and the opportunity for cycling.
"The affordable housing assessment confirms that 10% of the units may be delivered as affordable housing.
"The illustrated housing mix is reflective of local housing needs and consists of a mix of detached, semi-detached and terraced homes; it is the intention that the affordable dwellings would aim to be provided throughout the development to create an integrated community."
The camp was built in 1943 for US anti-aircraft battalions and later used as a home for Polish civilians. It was later used as a training camp from the 1980s onwards, but closed in 2004 after the Ministry of Defence deemed it surplus to requirements.
Staffordshire Moorlands District Council have yet to make a decision on the application.
