Development of more than 150 homes in North Staffordshire village set to be approved

Detailed plans for more than 150 new homes in a North Staffordshire village are set to be given the green light – despite dozens of objections from residents concerned about road safety and over-development.
Outline planning consent was granted for the development of up to 168 homes on land at Blythe Park, Cresswell, almost a decade ago.
A reserved matters application, covering details including layout, internal access arrangements and landscaping, has now come forward.
The number of homes proposed has been reduced to 159 and the application will be considered by Staffordshire Moorlands District Council's planning committee at its next meeting on Thursday (January 22).
The properties would range from one and two bedroom apartments to four and five bedroom homes, with 52 being affordable housing.
A roundabout was previously proposed at the site's entrance off Sandon Road, but this was later removed from the plans and replaced with a T junction.
The planning committee will also consider a separate request on Thursday to amend conditions of a previously approved application for the site. Both applications have been recommended for approval by council planning officers.
A report to the planning committee said: "The outline permission approved the creation of a private drive to connect a row of existing dwellings on the north side of Uttoxeter Road, which face the T junction with Cresswell Lane to the south.
"Previously, this proposed drive was a link from Uttoxeter Road, avoiding the T junction and connecting with Church Lane, a narrow cul-de-sac lane off Uttoxeter Road, a short distance to the east of the T junction.
"However, since the approvals were granted, Staffordshire County Council (SCC) issued a revised HMPE (Highways Maintainable at Public Expense) plan indicating that Church Lane was no longer under their ownership.
"Following consultation with SCC the developer now proposes to amend the private link drive so that it connects back onto Uttoxeter Road, forming a one-way loop to the north of the road, starting from west of the junction and finishing back onto Uttoxeter Road, immediately to the east of the T junction and adjacent to the Church Lane junction."
Staffordshire Moorlands District Council has received 17 objections to the proposed condition variation.
Objectors have raised concerns about highway safety and traffic on Uttoxeter Road, including drivers from Tean being faced with two sets of traffic lights.
There are also fears that emergency services vehicles may be unable to access properties surrounding the junction due to congestion and the proposed works would make Church Lane, which already has a large volume of traffic, less safe.
Objectors said a roundabout should have been considered instead of traffic lights.
There have been 68 objections in total to the housing development application, for reasons including over-development, flooding and lack of local services such as schools and GP practices to support the new homes.
Draycott in the Moor Parish Council has also opposed the application, describing proposed three-storey buildings as "inappropriate".
Two letters of support were also received however, highlighting the number of affordable homes, as well as one and two bedroom properties proposed. Plans for a new community centre have also been welcomed.
