About the role

To assist in providing a comprehensive Professional Valuation and Estates Management Service to the City Council and on behalf of the City Council when it acts as agent of another body.

Responsibilities

  • To inspect, survey, value, negotiate, report upon and conclude cases allocated to the postholder embracing:
  1. Acquisitions (both by Agreement and Under CPO powers).
  2. Disposals.
  3. Negotiation and processing of leases (renewals/rent reviews), licences, assessment of premiums and service charges.
  4. Easements/Wayleaves
  5. Appropriations
  6. Buildings insurance reinstatement valuations, including arranging for cover andprocessing of claims
  7. Non-domestic rating assessments and appeals
  8. Asset Register Work
  9. Project Management of development/refurbishment schemes
  10. General Estates Management work (e.g. lease variations, dilapidation's, rectification of breaches of covenant, protection of property rights)
  • To assist in providing strategic advice to other Departments and Members of the City Council in respect of the Corporate Estate.
  • To assist in the commissioning and monitoring of work as directed.

Experience

  • Have either passed the final RICS (General Practice Surveying) examination, or have an equivalent degree or diploma giving full exemption from the final professional examination of the RICS
  • Have a thorough knowledge of current legislation and valuation technique affecting acquisitions (by agreement and under CPO powers) disposals (e.g. freehold/leasehold etc) of property interests, landlord and tenant, non-domestic rating and buildings insurance matters.
