Vacant commercial buildings in the city centre could be transformed into a new housing development as part of plans to create a new community in the Cultural Quarter.

Just two premises currently remain in use in the row of buildings earmarked for redevelopment in Hanley's Pall Mall.

But plans have been submitted to Stoke-on-Trent City Council to turn the site into 12 one-bedroom apartments. A design and access statement submitted as part of the application said: "The existing buildings have progressively deteriorated due to disuse.

"Nos 23-25 are the only two premises still in use. Nos 19-21, and the adjacent 27 premises, have been boarded up to prevent access and the internals require a complete overhaul before the buildings are brought back into habitable use.

"Over the years, bolt-on rear extensions were constructed at 23-25. This provides no added character to the development and present a messy rear façade.

"The aim of the proposed development is to provide residential accommodation across all floors transforming the existing premises into an exciting place to live, work and visit, which will help start the creation of a new community within the 'cultural quarter'. The design aim is to provide a prominent and exciting building with character reminiscent of the area and architectural quality on the existing neglected brownfield site.

"Externally, 19-21 will undergo the majority of the changes. The proposal aims to increase the height by a single storey, with the external materials and proposed style to remain consistent with the existing building."
