A Stoke-on-Trent flat could be converted into space for five small businesses, if a planning application is approved.

An application to change the use of a first floor flat on Baddeley Green Lane into five commercial rooms has been submitted to Stoke-on-Trent City Council.

The proprietor of the ground floor unit, a hair stylist, hopes to add timber partitions to create new rooms in what is currently a two-bedroom flat.

The application states: "The units are ideal for small or starter businesses and will all have access to a communal toilet.

"It is proposed that anyone visiting the various businesses will visit on an appointment basis which will moderate visitor numbers to the site."

Each unit will also have access to its own parking space at the rear of the property, and access will be through the main entrance on the ground floor.

The application adds: "The property is on a terrace which houses multiple business units many of which do not have associated parking, given the location of the properties and their proximity to public transport routes it is assumed and encouraged that potential customers would make use of this facility."

Bus timetables will also be present in the communal entrance hall along with a "suitable cycle parking area".

The design and access statement submitted alongside the application concludes that "there will be no detrimental harm created by this proposal, and therefore it is considered that the proposal can be sufficiently justified".

The Local Highway Authority (LHA) has submitted an objection to the proposal.

It stated: "The LHA has some concerns that each of the 5 units may have the potential to generate its own customer base, resulting in an increase of both vehicle movements and parking demand, therefore further clarity over the use and parking arrangements/management is required".

The LHA added that although the proposed units appear "relatively small in scale", five commercial units would be expected to increase customer and servicing movements compared to the existing residential use.

Environmental Health has also offered an objection to the proposal stating: "We have concerns that the description of '5 commercial rooms' uses on the first floor above an existing business is too vague to fully assess the application."

Stoke-on-Trent City Council has yet to make a decision on the proposals.
