Plans to convert a former office building in Stoke-on-Trent city centre into apartments have been refused.

STK Property Group Limited submitted an application to Stoke-on-Trent City Council to change the use of Bishops Chambers on Gitana Street, Hanley, from an office building to three residential units.

The proposed self-contained dwellings would have consisted of one two-bedroom apartment and two three-bedroom apartments.

Stoke-on-Trent City Council rejected the prior approval application on 3 August 2026, following a report by planning officers which recommended that the plans were refused.

The report stated: "The Noise Impact Assessment submitted in support of the application is insufficient, the Local Planning Authority is unable to adequately assess the potential impact of noise arising from nearby commercial premises on the future occupiers of the proposed development."

Planning officers also said the external alterations to the existing building "cannot be considered under this prior approval application".

The Noise Impact Assessment undertaken in support of the application concluded that "the site is primarily influenced by road traffic noise associated with Gitana Street and surrounding town centre activity".

The planning application also stressed the sustainability of the location, stating: "The site is located in a highly sustainable urban location with good access to public transport and local services."

The application added: "The lawful commercial use of the building would have generated greater levels of traffic, including staff, visitors, and servicing movements, than the proposed residential use.

"The change to three dwellings is therefore expected to result in a decrease in vehicular trips and is likely to reduce peak-hour movements."

The applicant has the right to appeal the decision.
