Final plans for 155 homes on the edge of a North Staffordshire village are set for approval.

Owl Homes has submitted a reserved matters application for the development on farmland off Bar Hill Road in Madeley.

Newcastle-under-Lyme Borough Council granted outline permission for the scheme in 2024, despite objections from more than 50 residents.

Planning officers have now recommended that councillors also approve the new application, which covers details such as the layout and appearance of the homes.

The development will include detached and semi-detached homes, terraced houses and bungalows, ranging in size from two to four bedrooms.

Forty-seven of the homes will be classed as affordable, in line with a condition of the outline permission.

Officers say landscape strips with trees on the northern, southern and eastern boundaries will help the scheme retain a 'semi-rural character', similar to the rest of Madeley.

Planning committee members will consider the application when they meet on Tuesday, 18 August.

The report to the committee states: "The proposed development represents a good quality design and there would be no significant harm to the visual amenity of the area, including views from the wider landscape.

"All technical issues have been addressed within this application or are covered by conditions of the outline planning application.

"It is therefore accepted that the proposed development is a sustainable form of development that accords with the development plan policies identified and the guidance and requirements of the National Planning Policy Framework and should be approved."

Vehicular access to the development will be via a junction on Bar Hill Road. The development will include three hectares of open space, including three play areas.

Objectors to the outline application in 2024 raised concerns over the loss of greenfield land and the impact on local roads and services.

The new application has received two objections from residents who make similar points.

One objector states: "This type of sprawling development added to a village setting isn't ideal, it does affect the village character of the area negatively and the full services aren't properly in place for an increased population, they are in fact inadequate as it is.

"There is a limit to how many new housing estates of this type you can add before the countryside character of the place is badly affected. The traffic flow isn't great here either, there's not a lot of capacity for traffic increase on the current road systems."

Madeley Parish Council says the proposals should be considered against the policies of the neighbourhood plan.

No statutory consultees have objected to the application.
